If you want to get "Liberty City Minute", there's only 2 simply rules: skip cutscenes and always drive a taxis as a passenger with skip trips : I got that achievement in less than 12 hours. I presume you want the "Liberty City Minute" achievement. Good think they added achievements and challenges to player with the complete edition.
